Path Condition Audit & Capital Planning
Large-scale footpath and pedestrian asset audit supporting evidence-based capital planning and community safety outcomes.

Haul was engaged by a local government authority to deliver a comprehensive audit of pedestrian infrastructure across its network. The project covered footpaths, tactile ground surface indicators (TGSI), paving, pram / kerb ramps and grab rails across a large metropolitan area, representing a significant and diverse asset base.
The objective was to undertake a systematic visual condition inspection and risk assessment to identify assets of concern—particularly those presenting deterioration or public safety hazards. Assessments were undertaken in accordance with IPWEA standards using a 0–5 condition rating system, with all Level 4 and 5 defects captured separately within a dedicated defect register. The outputs were used to assess overall asset value, support scenario modelling, and inform a five-year capital works program to prioritise investment and manage risk.
What Haul Did
Haul delivered the audit using a technology-enabled, repeatable methodology designed to efficiently capture high-quality condition data at scale while minimising disruption to the community.
– Network-wide inspections using eRideables fitted with mobile devices for automated path photography, LiDAR-based defect and crack detection, and point asset data capture
– Deployment of AI-based road and path assessment system to automatically record, analyse and manage condition data, inspection routes and photo records
– Development of a comprehensive audit dataset, including CSV outputs with spatial data, asset condition ratings and commentary, suitable for direct integration into asset management systems
– Preparation of five-year capital plan scenarios, outlining priority paths, treatment options and investment staging to support funding decisions and renewal programming
– Delivery of a complete photo library, asset register and reporting package to support ongoing monitoring and future audits
These works have provided the client with a clear, defensible evidence base to plan maintenance activities, prioritise renewals, and manage pedestrian safety across the network.
